Taiwan minister of construction releases enhancement measures

Dr. Jenn-Chuan Chern, Minister of the Public Construction Commission, has published some notes on enhancement measures taken by the Public Construction Commission (PCC) to improve the construction industry environment. Topics discussed in the document include the selection of a tender, delayed payments by government entities, an anti-corruption mechanism for public works as well as a contract dispute resolution mechanism.

The PCC explicitly encourages government entities to give priority to the most advantageous tender for their construction projects, instead of the lowest tender, which may inspire suppliers to improve their construction quality and competitiveness.
